GIB,-RDP81M00980R002800030022-5 MEMORANDUM TO: CHIKT,I I FROM : SAFE TECHNICIAN SUBJECT : CLASS V (HILLSIDE), UABINEZS 20 November, 1969 Based on a recent examination of cabinets Stock number 7110-082-63.12, manufactured by Hillside Products, Newark, New Jersey and furnished on Order #70- W21022-WC1F, the lloving ow deficiencies were noted on 3 out of 5 of these units delivered to 1. Welds on inside of case at juncture of right side panel and top panel; the fillets measurements vary in depth from 1/4" to 1/2" . Of the total weld length of 26" the weld fill metal is well joined to the side panel along it's full length of the weld(26"), but the weld fill metal fails to adhere positively for 15" of it's puncture with the top panel. -- r` 2. Welds on tbeinside of the case at juasture of rear panel and top panel; Fillet is irsegular and varies in depth as in #1 above. Of the btal weld length of approximately 19)V the said fill metal is well joined to the rear panel along it's full 1 ngk of the weld (19W'), but~.the weld fill metal fails to adhere pos- itively for 8}4" of it's juncture with the top panel. 3. Weld build up and slag deposits are in excess. 511 along the inside wekd portions where the sides and/or the top are joined excessive weld build-up indicates a non-positive weld joint. 4. SUSPENSION TPACKS: The "II" shaped metal tracks welded into each aide of the interior of the cabinet in of a light guage metal, inadequate to withstand the wear which is ultimately certain to result from field uses 5. SUSPENSIONS: The roller uheels of the suspensions are inadequately lub- ricated as received and-are not posseaed of sufficient strength to withstand the wear to be expected from field use. GENERAL: HEIGHT-It was noted that the height of the 4 drawer Hillside unit is }`". The construction used would require 57)4" over-all height for a 5 drawer unit. The Federal Specifications do not permit this much height, therefore this Hillside Manufacturer cannot furnish 5 drawer cabinets should we require them. This also would mean having more than one make of cabinet (instead of standardizing), with the requirements for spare parts to be increased accordingly. LPBEL: It was noted that the protection label designated 20 man minutes against surreptitious entry protection. The Federal Specifications requires 30 man minutes against surreptitious entry. 'Approved "For Release 2006/12/04 ' CIA-RDP81 M00980R002800030022-5 HARDPLATE: In frost of combination lock consists of 2 pieses each 3419 thick. It appears extremely doubtful that this would furnish sufficient protection to withstand a 10 minute forced entry test. QUALM CONTROL: It was noted that in disassembling the lock the spline keys were able to be gulled out by hand, which would definitely throw the lock combination out of calibration after the lock was used a'few times, Also the hardplates and the lock mounting plate (four screws which hold the lock rigid) just float freely inside the drawer head. The rigidity can only be accomplished bhen the drive cam is screw- ed onto the spindle and the spline key inserted and tightened, thus preventing the lock mounting plate from shifting. It is highly improbable that these plates will not shift during shipment thus causing a bind and also where the threaded Spindle goes through the plates, there will be a tendency for this spindle to bind on the free floating haatdplates, It was also noted.that all 'four lock case screws were loose at least a A to ) a turn and on some a full turn. CONCLUSIONS: The under-signed does not believe that the cabinets manufactured by Hilldide Maass V), could pass the test for Forced Entry prescribed in the Federal Specifications, either from the standpoint of hardplate protection around the comb- ination lock or from a chisel and sledge attack along the welds where the top panel is fastened to the case. Neither could this suspension 'and tracks withstand the 50,000 cycle test as prescribed in Federal Specifications AAF-358-T and changes. There definitely appears to be sufficient doubt as to the ability of this Hillside Class V cabinet to papas the required tests and as far as the undersigned is con- cerned I personally recommend that they not be considered acceptable for our Agency uses RECOMME IDATIONS a 1. That further procurement of the Hillside Class V cabinets be suspegac4ed pending a re-teat by some testing agency or by our own agency. 2.
