Thanks for you letter regarding capital formation. I am still
working on it. Considering Senator Hansen introduced a companion bill
with 61 co-sponsors, we may have some activity in Congress very shortly.
Voice of America tells me they are aware of disruptions in VOA
broadcasts. in Africa, particularly in East Africa and the Sub-Sahara.
However, VOA officials believe that it is probably due to congestion
of the airwaves and natural interference. From their perspective,
there would be no violation of the Helsinki Agreement. Still, I
am asking a friend who works for the CIA to brief me and will find
out what he knows.
