request, forwarded to Ms. Beverley Lumpkin, Rouse .
Relations Subcommittee on International Organizations staff, her
notes which were taken on 25 July 1978. They are classified
Secret.
2. (Internal Use Only - PLC) LIAISON cliff
GAO, delivered the latest draft. of GAO's report S. _or STAT
CIA review and comment. Copies were circulated wit.
Agency and our response is due no later than this Friday,
4 August.
3. (Internal Use Only - PLC) LIAISON Met with Kirk
0' onnell, in the office of the Speaker of the House, and
scussed the Director's letter to the Speaker initiating
the program of the handling of compartmented clearances for
the Legislative Branch. Mr. O'Donnell said that Speaker
Thomas P. O'Neill supports the program and looks to Chairman
Edward P. Boland (D., Mass.), House Permanent Select Committee
on Intelligence, to resolve any issues that may arise with
the Chairmen of other Committees of the House seeking
compartmented clearances for their staffs. O'Donnell noted
that the Speaker does not wish weekly intelligence briefings
but will ask for briefings on special topics from time to time.
Later in the day, O'Donnell called and asked that a briefing be
arranged for the Speaker at 9:15 a.m. tomorrow, in. Room I-I 204
of the Capitol, to cover recent reports of a North Korean
military build up on the 38th parallel. Fill handle.

4. (Unclassified - MDC) LIAISON I spoke with Tom
Moore, Senate Select Committee on Intelligence staff - regarding
provisions of new material on Angola. I told Moore that we were
working on it and would get to him what we could as soon as
possible.
5. (Unclassified - MDC) LIAISON I spoke with Sam IIoskinson,
National Security Council, regarding materials which were forwarded
to his office late last week. He is currently reviewing the
documents and will get back to us on those. He made several
suggested changes to our response to the Goldwater leak letter
which I have relayed tol
6. (Unclassified -- MDC) LEGISLATION I spoke with Stan Taylor,
Senate Select Committee on Intelligence staff, regarding the status
of Anti-Terrorism bill. Mr. Taylor said he was meeting with
Senator Adiai Stevenson (D., I11.) at 11:00 a.m. today on that
topic.
7. (Unclassified - MDC) LEGISLATION I spoke with Parks Stearns,
FBI_, regarding our continuing problems with Senate Federal
Torts Claims Act bill. He said he would carry the ball to Justice.
8. (Confidential - MMP) LIAISON Dick Giza, House Permanent
Select Committee on intelligence staff, called with a request
for the following: (a) Lists of NIEs and NIAMs. which have been. 25X1

Permanent Select Committee on Intelligence staff, called
to tell me that he would have to cancel his appointment
with Zeke Zellmer, D/DDS&T, for this afternoon at 1400 hours.
I have rescheduled Mr. Johnson with Mr. Zelimer for tomorrow
afternoon at 1430 and have notified Mr. Johnson's secretary,
Catherine Wilson.

received a call from the Speaker's Office asking that Hymol's
clearances be checked since he was planning to accompany the
Speaker to the bliefiPfy on North Korea tommorrow morning. I
told O'Neil thati would be handling the briefing 25X1
and would call him later on.

19. (Internal Use Only - CMC) LIAISON Took a call
from Mike Glennon, Legal Counsel, Senate Foreign Relations
Committee, who asked to po scheduled briefing on
cooperation among several I Isecurity services from
Thursday, 3 August, to Friday, 4 August, at 2:00 p.m. T agreed
to the postponement.
