This report updates previous basic reporting on three of the major
electric power plants in Kiangsu Province, eastern China. It also includes
initial basic reports on two other thermal power plants at Chen-chiang and
25X1D Huai-yin. The cutoff date for information is
Chen-chiang Thermal Power Plant Chien- i-chen has been under construction

A total of ten major electric power plants in Kiangsu Province have now
been reported in Basic Imagery Interpretation Reports. This report fulfills
the FY-72 requirement for updates and initial reports on the following
facilities (see Figure 1).

Chen-chiang Thermal Power Plan Chien pi-chen is located on the south
bank of the Chang Chiang (Yangtze R'ver), about 7 nautical miles east-
southeast of Chen-chiang. The plan-- is partially secured by a wall or
fence. Coal is delivered to the plant by boat or barge. No rail lines
enter the plant area.

three stacks, and a water pumphouse (see Figure 2).

Huai-yin Thermal Power Plant Ching Chiang is located within the city of
Huai-yin. The plant is partially secured by a wall or fence, and the two
switching yards are totally secured by walls. Coal is delivered to the plant
by boat or barge. No rail lines enter the plant area. (See Figure 3.)
On the most recent photography in the plant consisted of
three boilerhouses, three generator ha is, tour s acks, two switching yards,
at least four transformers, a control house, a coal conveyor and storage
facility, three fuel oil storage tanks, and a probable water treatment facility.
In when the plant was first seen on photography, the
northern an ml e of erhouses and corresponding generator halls were present.
