PREFACE
This report is one in a series on Soviet Ground Force and Logistic
installations being prepared for a DIA/CIA Panel. The series is being
coordinated, published and disseminated by NPIC. The photographic
analysis is being performed by the NPIC Photographic Analysis Group,
the CIA Photographic Intelligence Division (NPIC), and the Production
Center 1Pla (DIA). The photographic analysis for this particular re-
port was performed by the NPIC Photographic Analysis Group.
In the interest of uniformity, the titles and letter designators for
the facilities observed at these installations are identical with those
appearin in the project requirement. When a specific facility is not
observed both its title and letter designator are omitted in they report.
Title- and letter designators for the various facilities are as
follows: (A) railroad service, (B) road service, (C) landing strips,

SUMMARY
Buy Ordnance Depot West is located on the
southern bank of the Kostroma River, 0.8 kilo-
meters (km) west of Buy (Figure 1).
The installation covers approximately 410
acres and contains 1 barracks/administration
building, 5 barracks, ' 9 barracks/quarters, 9
quarters, 1 vehicle shed, 64_ storage buildings,
a possible explosives storage building, 12 sup-
port buildings, and a "small-arms firing range
TOP SECRET RUFF
(Figures 2 and 3). A possibly associated tank/
assault-gun firing range is located 9 km south-
west of the depot near the Buy-Borok highway.
The area is' covered on KEYHOLE mis-
sions between
- Comparative analysis- reveals no ap-
parent change in facilities and a light level
of activity.
Other Buildings
Two all-weather roads provide access to
Buy.
Administrative and Troop Housing Area
Area H1 contains 5 support buildings.
Area H2 contains 9 quarters-type build-
ings and 9 quarters/barracks.
Area D contains 1 multistory barracks/
Equipment Storage/ Maintenance Area
administration building, 5 multistory barracks
(1 L-shaped), and 1 support building.
Area J contains 1 vehicle shed, 460 by 20
feet, and 5 support buildings.
Small-Arms Firing Range
