Approved For Release 2006/08/01 C(A RTXP8'1 66l )80R002 OLC 78-0207 6 January 1978 MEMORANDUM FOR THE RECORD SUBJECT: Meeting with Michael Hershman, Deputy Staff Director, House International Relations Subcommittee on International Organizations 1. I I At his -request, I met with Mike Hershman and he explained that the Subcommittee would like to resume contacts with us and resume interviews with witnesses now that ther- matter presumably has been resolved by the Justice Department. I said I was not certain this would resolve the matter as far as we were concerned but I would look into it and be back in touch with him. Hershman said the Subcommittee has submitted or is submitting a classified report to the House for such action as it (presumably the House Committee on Standards of Official Conduct) deems appropriate. I said this decision may not change the Attorney General/DCI position on a stand-down on further access. In addition, there may still be unresolved issues regarding staff disclosures. 2.II Hershman said he believes the Subcommittee's only alternative will be the issuance of subpoenas. He recommends discussions of all issues at the Fraser/Turner/Bell level if necessary. Tony Lapham, General Counsel, and I will prepare a memorandum for the Director as an agenda item in his meeting with Attorney General Bell this week. 'EO xE L.
