(5) Action Requested. None, this memorandum is for information purposes only. 2. (S) Background. The Program and Budget Authorization Subcommittee/HPSC appreciated the initial set of NFIP program briefings they received on 28-29 November and 1 December 1977, and has requested additional briefings this month. Program Managers will present the following briefings on the dates indicated: 19 January 1978 FBI (Foreign Counterintelligence) .DoD (Foreign Counterintelligence) State/INR DOE/ISA and OCA Treasury/Office of Intelligence Support 20 January 1978 CIAP Special Navy 23 January 1978 NSA GDIP This set of briefings will complete the orientation and background series for the subcommittee. (Congressman Boland, Chairman of the HPSC, has attended all previous sessions and will probably attend these upcoming meetings.) II The Permanent Select Committee on Intelligence -of the House of Representatives has asked the DCI to send representatives to testify before the Subcommittee on Program and Budget Authorization during the period 19-23 January 1978. 2. ^ Mr. Burlison's staff has emphasized that these sessions are a continuation of recent Committee hearings held on November 28-December 1, 1977. These are not budget hearings, per se. Their purpose is to educate the members on specific topics of interest to them in advance of budget authorization hearings. 3. The Committee rules require all testimony to be given under oath. Alternatively, a prepared statement, or a copy of the speaker's script and graphic aids may be provided. 4. II Attached is a schedule of hearings and a proposed ist of witnesses. Witnesses can be accompanied by back-ups, but because of limited size of the hearing room (H-405 of the Capitol), back-up personnel should be held to a minimum (one or two per witness). 5. Copies of material prepared for delivery to the Committee---should be provided to the Intelligence Community Staff 24 hours before submission to the Congress. Witnesses are reminded that they must limit budget discussion to the FY 1978 budget until the President's FY 1979 budget goes to Congress (in late January)..
