Request for DCI Overview
1. On Monday, 23 January, in a conversation with.
Dan Childs, SSCI staff, he said that SSCI was preparing
a letter requesting the DCI to brief the full committee
before the start of the FY 179 budget. authorization
hearings. ;What SSCI wants is neither a worldwide
intelligence wrap-up nor a state of intelligence as
was done by Knoche last year. They consider the
former to be just current intelligence and the latter
to be just a catalog of current capabilities.
2. SSCI will ask the Director to (a) evaluate
the performance of the Intelligence Community over the
past year, citing major accomplishments; Cb) provide a
description of new intelligence needs which will impose
new demands on the Congress; (c) discuss gaps or
limitations on the Community ability to respond to the
needs; and (d) draw out the implications of all of the
above on the scope and thrust of intelligence over
the next five years.
3. Childs expects that budget authorization hearings
will begin about 20 February and that this overview
should precede those hearings. He says the 'Committee may
let the Director choose the date, provided it?is before
20 February or they may suggest one, which. could be as
early as 8 or 9 February.
