This memorandum reports the significant obange. in photo inteUt..
Bence observed in aerial photograp1r flown in the Southeast Chits area
between items of specific interest
include airfields. POL storage, defenses and transportation.
&WATSM
Lien Chem (25?4OtN _ U&40eE): Preliminary gradings and work
on aircraft revetments continued, in addition work had begun on a
probable barracks area and PM storage area. Incomplete coverage of
the area showed three 4..&%n medium AA positions, twelve light AA and
four unoccupied positions.
An (25?02, N - !t8?48 t E : Prelbiinary grading of the rumray
was in progress and twenty-one aircraft revetments were under con-
structiono Construction of a probable beam approach landing system
was underway 1500 feet from the south end of the ruxaray and in a
direct line with the runway. The anti..aircraft defense consists of
two 8--gun heavy AA positions, each acc?mpanied icy Whiff radar, five
Z+-gun medium AA positions and twelve light AA located at the north
end of the airfield.

Shui kou (23?03'N - lIt? 5'E): Portions of the runway, taxiways
and hardstands showed the checkerboard pattern similar to that noticed
during the construction of Swatow, Ching-Yang, Lung-= and Nan Tai
airfields. There were approximately seventy-five trucks engaged in
field construction. In addition the photography revealed an extensive
use of narrow gauge rail lines for earth and fill movement. Revet-
ments at the east end of the airfield were being constructed with a
narrow gauge siding for each revetment. No evidence of anti-aircraft
defense was noted.
Chin~Yang (21 47-T - 118?3'E): No change was noted in the
airfield and its facilities. Study of the anti-aircraft defense
shows five :-gun heavy AA positions, five 4-gun medium AA positions
and 30 light AA guns. The sixth C-gun heavy anti-aircraft position
reported in GP/I-139, dated 18 November 195, from a study of aerial
photography of a scale of 1:60,000 was empty on photography
with a scale of 1:10,000. This position is located two miles southeast
of tha airfield.
Lung-Chi (24J3.j'N - 117?39?E): No change in the airfield was
noted. The anti-aircraft defenses were in the process of changing.
On photography the count stood at two 1t-gun heavy AA
positions, three 6-gun heavy AA positions and six 1t-gun medium AA
positions.

Swatow N.E. (23?26'N - u6?1.6'E)a No major changes in the airfield
although hangar construction continued. The anti-aircraft defense
consisted of four 4-gun position and one 8..gun heavy AA position. All
positions have central fire control facilities and in addition the one
8-gun and two b-gun batteries are probably radar directed.
Nan Tai (26?oo'N - 119?28'E): No significant change in the airfield
and little construction activity was in progress. The anti-aircraft
consisted of sixteen heavy AA guns and forty-eight medium AA guns all
of which are grouped in four gun positions. One 4-gun heavy AA position
is accompanied by radar.
Lung-tien (25?34'N - 119?28'E): No change in the surface of runway
since GP/I-138. A reveted ammunition storage building has been located
approximately 4500 feet northwest of airfield. A new unidentified
installation was noted approximately three miles north of the airfield.
This installation is located at the end of a newly constructed road
which leads from the new barracks area. The installation consists of
a round clearing, 135 feet in diameter, situated on the top of a hill.
Adjacent to the clearing are four truck type revetments which have been
covered with a peaked roof. Four empty U-shaped revetments are near
by. A buried cable leads from the clearing back to the barracks area.
Approximately seven miles north of the airfield, on the coast, is
a bombing and strafing range. This range consisted of four bomber
silhouettes and four fighter silhouettes painted on the ground. Also

on range was a white circle 300' in diameter in the center of which was
a white "x" painted on the ground.
A new 8-gun heavy AA position has been added to the anti-aircraft
defenses of the airfield. This gives a total of 32 heavy AA guns and
44 medium AA guns about the field.
Kao.Chi (24?32'N - 118?07'E)z There were indications that con-
struction
activity was beginning on this previously inactive field.
POL STORAGE
Ching-Yang A/F: POL storage facilities have been increased from
an estimated 1300 metric tons, as reported in GP/I-116 dated 27 July 1955,
to an estimated 2150 metric tons. The original POL loop located 7000
feet west of the airfield has had approximately one and one-third
miles of road added to it.. The additional storage units have been
located along this addition-
Lung-Chi A/F: A new POL loop has been constructed approximately
three miles north of the airfield. Scale of photography precluded an
accurate estimation of the capacity of this storage facility.
Lung-tier A/F: A new POL loop is located 3.7 miles north of the
airfield. Incomplete photo coverage revealed 15 earth covered bunkers
measuring 15' x?70' located around a loop road in a pattern similar to
that found at the two older POL storage areas.

DEFENSES
j~wZs A new causeway vas under cahatruotion spanning the 1900
yard channel between Ta-teng Island and the mainland. The causeway
will run north-south when completed. A section 150 yards by 10 yards
had been built starting about 300 yards from the mainland.
An additional causeway was under construction between ChiuMei and
a point north of Kao-pu. Two strips of fill had been laid parallel to
each other These strips had been laid for a
distance of 4200 feet. The total distance to be spanned is 1.6 miles.
TRANSPORTATION
Railroads: There was evidence of rehabilitation work being done
on the old railroad bed in'the vicinity of the Sung-hsu POL site near
Amoy. A large amount of vehicular and foot traffic was noticed near
the POL site. A new road which extends approximately 500 yards
branches off the main highway in the vicinity of the POL site. This
road terminates at a cleared area in which 5 warehouse type buildings
were under construction. These buildings range in size from 180 feet
by 50 feet to 50 feet by 25 feet,
Roads: The coastal road from Jui-an (27047111 - 120?3#'E) to
Fu-ting (27?18+N - 120?121E) has been completed. There was no evidence
of bridge construction at Jui-an.
