11. LIAISON Called Earl Eisenhower, Senate
Select Committee on Intelligence staff, to report that the counterintelligence
/ briefing prepared for the Committee would be presented to John McMahon,
DDO, on Monday, 1 May, and the DCI later that week. I told Eisenhower
a decision on who would present the briefing to the Committee would not

be made until after the DCI session. Regarding the request o

former Agency employee, to the Committee for assistance in pursuing
his grieves e Agency, I informed Eisenhower that there was no 25X1
incident i career other than the one Eisenhower was aware of
which had affecte career progression. Eisenhower said it 25X1
would be helpful to him an other members of the Committee to have a
chart showing the incumbents in the senior Agency positions over the past
20 years or so. I agreed to get this for him.
LIAISON Called Stan Taylor, Senate
Select Committee on n e i ence staff, to inform him of information I had

Taylor requested a briefing from DDO
officials on possible international Communist support for the Red Brigades.
This was set up for 4 May, 2:00 p.m., at Agency Headquarters.

Committee on Intelligence staff, reported he would be spending 4 and 5 May
at NPIC with o gain further understanding of the photo
interpretation process.

14. LIAISON Called Bill Miller, Staff
Director, senate e ec committee on Intelligence, and got his home
address and directions to it. 25X1
I also discussed
with Miller Agency concerns regarding the study requested in the Committee's
authorization report on clandestine collection. Miller indicated he was
scheduled to meet with Mr. Carlucci on 3 May and expected the subject to
come up at that time. Miller said the Committee would like to have one
copy of the Secret-Noforn version of the DCI's annu port fnr 977.

15. LIAISON Received a call from Hal Ford,
STAT Senate Select Committee on Intelligent staff- whn .d he would be at

Headquarters on 2 May and asked to se IO/NFAC, that
morning. I set this up for 10:30 a. m. i e.
16. LIAISON Showed Bill Hogan, Counsel,
House Armed Services Committee, a letter and compartmented version of
the Annual Report on the Intelligence Community. I left with him an
unclassified version of the covering letter. We will hold the report for
his use. Hogan indicated the Committee may report out H. R. 12240 on
5 May.
17. HEARING Delivered a letter from the
STAT Director on the Automatic Data Processing hearings to the House Permanent
Select Committee on Intelligence. This is in response to Chairman
Edward P. Boland's (D., Mass.) invitation to appear.
18. LIAISON Picked up a letter for CIA
at the House international Relations Committee, per OLC.
19. LIAISON Delivered a letter and an
Annual Report on the Intelligence Community to Jim Fellenbaum, Senate
Appropriations Committee staff. Brought back the FY 1978 CIA budget.
I also discussed with him a security survey of his office.
20. IAISON Took a call from Michael
Pillsbury, Senate Budget Committee staff, who inquired about his clearances.
I told him they were still in process. He said that if his clearances were not
granted by Tuesday, 2 May, he still would want to discuss the intelligence
budget with someone at whatever level he was cleared for.
21. LIAISON Per his previous request, sent
via courier to Rick Galen, in the office of Representative John N. Erlenborn
(R. , Ill. ), a copy of "Appearances of Leading Personalities of the People's
Republic of China, " for 1 January - 31 December 1975.

27. LEGISLATION Spoke with Gary Fay,
Legislative Assistant to Representative Donald Edwards (D., Calif.), to
see if he had any information regarding the Congress referral of H. R. 11245,
the intelligence charter legislation, to the Judiciary Committee on 19 April.
Mr. Fay said he aid not have any background,. bait he would get in touch
with Mr. Alan Parker, Chief Counsel, House Judiciary Committee, who
would be in touch with me.
28. I I LIAISON Along with
O/SA/DO/O, I sat in on an interview of
a former staff officer, conducted by Michael Hershman, Deputy Staff
Director, and Beverley Lumpkin, House International Relations Subcommittee
on International Organizations staff.
30. I I LEGISLATION Received a call from 25X1
I Assistant General Counsel, DIA, concerning H. R. 10076,
t e Privacy Act Amendments. He asked for the Agency position on sections
103 and 104. I told him that we did not object to 103 but did to 104. He
indicated that DIA would object.
/ 31? J LEGISLATION Talked with Mike Epstein,
v on the staff' of ine Senate eect Committee on Intelligence, concerning
S. 2579, a bill to protect human subjects of biomedical and behavioral
research. I asked him to check to make sure that the proposed amendments
were included in the bill. He later called and indicated that they were.

6. HEARING Accompanie 5X1
IC Staff, to a meeting with Representative Charles Rose (D. , N. Car. ),
Torn Latimer, Staff Director, House Permanent Select Committee on
Intelligence, and Dick Giza, of the Committee staff, to discuss upcoming
Automatic Data Processing (ADP) hearings. Mr. Rose reaffirmed what
Giza had said earlier that these hearings were intended to elicit a general
briefing on what ADP systems the Community has, and an understanding on
the ADP needs of the Community and interagency coordination of ADP
matters. I nd Mr. Rose quickly established rapport based on STAT
their work in ADP applications to Governmental organizations. Neither
is a technical expert by training.

INR/State, who reported State had no objection to the Agency passing State
Department messages on missing Swedish diplomat Raoul Wallenberg to
Geryld Christianson, on Senator Claiborne Peil's (D., R.I. ) staff.
/ 26. (Unclassified - DFM) LIAISON Spoke with Florence Thoben,
/ Senate Select Committee on Intelligence staff, and received the schedule of
Committee meetings for next week.
27. (Unclassified - DFM) LIAISON Called Martha MacDonald,
Senate Select Committee on Intelligence staff, and set up a series of
orientation briefings on CIA for 5 May, 9:30 a. m. to 2:00 p. m. Staff
members Tom Crowley, Catherine Essoyan, and Lot Cooke will attend.
28. (Unclassified - DFM) LIAISON Called Stan Taylor, Senate
V/Select Committee on Intelligence staff, and discussed with him the
mechanics of the Committee sending to the Director a copy of the classified
study on NSA involvement with the data encryption standard.
29. (Unclassified - HMS) LIAISON Sent three copies of the Agency
publication "Chiefs of State and-Cabinet Members of Foreign Governments"
to Betty Alonso, on the Senate Foreign Relations Committee staff, per her
request.
30. (Unclassified - HMS) LIAISON Sent a copy of the Agency
publication entitled "National Basic Intelligence Factbook" to Mike Marek,
of Representative David Obey's (D. , Wis.) office, per his request.
31. (Unclassified - HMS) LIAISON Sent a -copy of the Agency
publication "Maps of the World's Nations - Western Hemisphere" to Jackie
Martin, of Senator Donald Riegle's (D., Mich. ) office, per her request.
