Michael O'Neil, Chief Counsel, Douse Permanent Select Committee
on Intelligence, draft proposed amendments to II.R. 12171, the
"Federal Auditing and Accounting Act of 1.978." (See Memorandum

Chief of the DDO International' Terrorist Group,
to me a. message he had received from Senate Select
Committee on Intelligence staffer Abe Shul sky, Senator
Patrick Moynihan's (D., N.Y.) designee. Mr. Shulsky request ~I
a copy of the report written on 21 July 1.978 by the CH.-cal
Collection Problems Committee, Sub-on itton. nn International -
Terrorism, which is chaired by CIA. aid he had no
problem with releasing this report o Mr. chulsky. (I STAT

probe on MKULTRA, wanted to ascertain if was ever used
wittingly or unwittingly by this Agency in reference to P+IKULTRA STAT
research at the National Institute of Health. After checking
with OTS and OGC, I advised Ms. Lowe that we had no records that
would substantiate this fact, however, 1 did caution her that
the record and indices on MKULTRA are obviously limited and not
complete.
13. (Internal Use Only - CHIC) LIAISON Called Stuart L.
Tomlinson, Assistant Director of the General Accounting Office's
International Division, to discuss several points contained. in
the GAO's draft report on export licensing: administration which
the Agency has been asked to comment upon.
