Wiik, Rouse Permanent Select Committee on Intelligence staff,
materials on China (NID article and NFAC publication) which she
requested (OLC 78-1585).

Callahan, in the office of Representative Michael Harrington (D. , Mass. ),
he Agency publi&ation entitled "World Steel Market Continued Trouble
Ahead, " per his request.
39. (Unclassified - RLB) LEGISLA'J ICON Spoke with
Ms. Nanette. Blandin, OMB, concerning the Civil Service Reform
legislation. Ms. Blandin said there was some possible confusion
within OMB concerning proposed changes to the legislation, contained in
a letter from Civil Service Commission Chairman Allan Campbell to the
Congress that would, among other things, exempt. intelligence agencies
from the provisions of the legislation. Ms. Blandin and I discussed the
possibility of a meeting between OMB and the Agency as soon as possible
if OMB was not at this time supporting such an amendment to the legislation.
She said she would check on this and get back to me.
