Special Counsel., Senate Select Committee on Ethics Subcommittee,
to tell him that we were working on his request for information
regarding his investigation of the Senate Select Committee on
Intelligence oil study leak. I told Sanders that
PCS/LOC, who was involved in assisting the Select Committee on
Intelligence staff when it prepared the oil study was on leave

9. (Unclassified LIM) LIAISON Called Bruce Lehman, Counsel,
Subcommittee on .Cou.rts,' Civil Liberties, and the Administration of
Justice, House Judiciary Committee, and learned from him that
Representative James Santini (D., Nov.) had voted with the majority
to move the electronic surveillance bill to the floor without mark-
up by the Judiciary Committee. The Director's office was notified
in connection with his pending call to Mr. Santini.
10. (Internal Use Only- I,LM) LIAISON Mike O'Neil, General
Counsel, House Permanent Select Committee on TnteIligencc, called
and referred to the informal discussion I had had with Representative
Les Aspin (D., Wis.) on the need for Congress and the Executive
Branch both to got tough on leakers of sources and methods information,
the need to show some will to our sources that we are serious about
this, serious enough to criminalize such behavior. ONeil said
Mr. Aspin had been taken by my comments and asked the.'"Committee staff
to draft up a suitable bill. O'Neil asked if we could give him
some background information for this purpose and to tall. to those
familiar with the legal complexities of such legislation. He asked
that this take place next week and I said we would give him a. call.
