In the early hours of Saturday morning, Radio Djakarta announced that President Sukarno has instructed General Suharto to take all measures to preserve security and order and to "safeguard the personal safety, prestige, and leadership of the President-Supreme Commander-Great Leader of the'~,evolution,.," The announcement, signed by Suharto in behalf of Sukarno, concluded with the hype that the people's demands, which had been "heard and noticed by the President," would be fulfilled. 2, Some sources suggest that this order, in effect, transfers governmental authority to the army. The full import of this announcement, however, is not yet clear. On the face of it, it would appear to give the army considerable leeway to carry out its intended purge of leftist elements in the government, thus quiet- ing the strident demands of the students who have been demonstrating over the past two weeks. If some such power has in fact been given to the army, it seems prob- able that Sukarno has done so with certain conditions that would limit the army's power and actions, 3. Shortly after this announcement, the army stated that several military units, believed to be loyal to army leaders Suharto and NasutiQn, would make a "show of force" to "demonstrate the compactness of the tri- umvirate of Sukarno, the armed forces, and people." The parade is scheduled to circulate through the main streets of Djakarta. ~ Ire 5X1 25X1 25X1 Approved For Relea 26A000400010052-4
