MEMORANDUM: Disclosures of U. S. Intelligence Methodology
I wish to invite your personal attention to the attached
intelligence "damage" assessment, which describes the extent
to which public disclosures concerning the Cuban missile crisis
have exposed U. S. intelligence sources and methods.
This study reaches the obvious conclusion that U. S.
intelligence collection ability has been impaired by these dis-
closures.
It is my hope that no further disclosures will be
necessary. If, for policy reasons, certain information must
be made public, I urge most careful consideration be given to
the consequences and that the Director of Central Intelligence,
who is charged by statute with the protection of intelligence
sources and methods from unauthorized disclosure, be given
an opportunity to comment prior to the action.
