Panel of President's Foreign Intelligence Advisory Board
1. This will confirm our telephone discussion of today requestin
that

you brief the Craay-Langer- Murphy panel of the p'resident's Foreign Intelligence
Advisory Board on the Agency's covert action procedures tomorrow at 10 a. m. in
the Beard's offices in the Executive Office Building. Our instructions are to the effect
that the panel shoed be provided with the details of our procedures in mounting covert
actions from their inception to the conclusion. This would include all of the processes
for staffing these actions with the Departments of State and Defense, USIA and others
where necessary, and their clearance hefors the Special Group. It should not include
a detailed country-by_country survey of what we are doing in the covert action field,
although if you wish to give the anel over-all budget figures. this is agreeable. If
25X1 You wish to u>s examples, you can indicate to the panel what
these country programs ,n the covert action field would approximate.
2. For your guidance, the panel members will probably have read the
covert action portion of the sesti;iannual report to the Board covering the period ending
30 Match. In the event that any questions arise or any requests for additional details,
simply indicate these will be referred to the Director V. take up at the Board's fortb-
coax ing meeting,
