The enclosed memorandum from the Director, National Reconnaissance Office (NRO) on the subject is circulated for information of the United States Intelligence Board (USIB). 2. In his briefing of the Committee on Overhead Reconnaissance (COMOR) referred to in the Enclosure, the Director, NRO Staff, also provided guidance as to the dates at which decisions must be made either to extend or reduce any of these programs. The Chairman, COMOR, advises that COMOR will use this information in reconsidering specific photographic and SIGINT requirements and making recommendations to USIB. The first such action would be as a result of a briefing NRO plans to give COMOR in early January as to various alternatives possible in the SIGINT satellite program. 3. I believe the Board would also be interested in this information. Attached are the programmed launches, along with some explanatory notes, of both photographic and SIGINT reconnais- sance satellites for the next four years. In addition to the systems listed, NRO studies 'cal feasibility investi- gations are underway oni and photographic read-out satellites.
