1. The attached memorandum on the subject from the Chairman,
Committee on Overhead Reconnaissance (COMOR), responsive to a
request for COMOR comments on the memorandum from the Director,
National Reconnaissance Office (D/NRO) (Attachment to reference a. ), is
forwarded herewith for the information of the United States Intelligence
Board (USIB).
USIB Action Requested
2. It is recommended that the USIB:
a. Note the report by Dr. Flax in reference a. as a
response to the Board's request in reference b.
b. Note the comments by COMOR in the Attachment
hereto.
3. It is requested that Board Members indicate their
concurrence or other views on the USIB action recommended above by

1. In response to the request of the Executive Secretary,
USIB (reference a), the Committee on Overhead Reconnaissance (COMOR)
has reviewed Dr. Flax's 14 September memorandum reporting that the
National Reconnaissance Office (NRO) has undertaken 25X1
2. COMOR reviewed the statement of requirements and the 25X1
specific targets forwarded to the Board in March (reference b) and
considers them still to be valid. Deployment and use
in OXCART should increase opportunities to answer these. requirements,
COMOR notes that NRO is continuing to study the problem of 25X1
I land confirms that this would be a valuable addition to
the system.
