MEMORANDUM FOR: Director of Security
THROUGH Deputy Director for Intelligence
SUBJECT Visitor-No-Escort Badges
REFERENCE CIA Headquarters Notice
14 March 1973
1. It is requested that Visitor-No-Escort Badges be
approved for the following categories of non-Agency personnel
associated with COMIREX activities:
a. DIA officers assigned as members of
the COMIREX Staff. These officers work full-time
STATINTL as integrated members of the COMIREX Staff in CIA
Headquarters and/or They require
both H and F indicators on their badges to permit
free working access to all areas during both clay
and non-duty hours to carry out their assigned
responsibilities. A list of the three officers falling
into this category at the present time is attached at
Tab A.
b. Non-Agency officers who regularly
attend meetings of the Imagery Collection Require-
ments Subcommittee (ICRS) or work with the ICRS
to provide timely guidance to the operators of over-

head reconnaissance collection systems. This
would include all ICRS members as well as some
alternates and technical specialists. ICRS regularly
has one formal meeting each week but there is often
need for special meetings and visits to the ICRS
Staff by individual members to review mission
activity or exchange information. This latter is an
important community coordinating function and is to
be encouraged. A review of visits to CIA by officers
in this category who hold VNE badges during the
last quarter indicates a rather wide' variance so far
as number of visits is concerned, but it is considered
essential that all of these officers have the mobility
the VNE badges provide. Since ICRS deals almost
exclusively with material in special security compart-
ments, these badges should have H indicators. ICRS
members and other ICRS-associated officers for whom
VNE badges are being requested are listed at Tab B.
c. A small number of senior officials
from other Government agencies who do not visit
CIA buildings often but for whom protocol
considerations make it appropriate to exempt
them from the "100 visits per year" requirement.
At the moment there are two DIA officers I would
nominate for this special consideration. Badges
for these officers, as listed in Tab C, should have
indicators.
2. In the interest of keeping the number of VNE Badges

VNE Badges for COMIREX members since meetings are regularly held

in CIA Headquarters, we will continue to follow the practice of
requesting the Chief Receptionist to issue Conference Badges for

attendance at that meeting. . This same system is used for meetings of
the Sanitization and Decontrol Working Group as well as for other ad
hoc groups that do not meet frequently or on a regular schedule.
3. Visitor-No-Escort Badge Approval Requests (Form 2001)
are attached for the persons listed in Tabs A, B, and C. It would be
appreciated if these forms could be processed and badges issued prior
to 30 September when VNE Badges currently held by many of these
officers expire. If you concur, COMIREX will deal directly with the
Badge Office on additions or changes to these lists after request forms
have been reviewed by the Personnel Security Division and the
Compartmented Information Branch.
