1. This memorandum is in response to the above referenced requirement
requesting annotated enlargements from -photo missions to show the
construction activity, a description of the facilities from the latest
photo mission and measurements of all major buildings at the Pavlodar Alumina
Plant, U$~F>R.
2. The Pavlodar Alumina Plant is located on enclosure CIA/PID/IB-P-310/64
and annotated on enclosure CTA/PID/IB-P-307/64? An analysis of photo mission

stages of construction and not yet in operation. The plant area contains
almost all the units needed for the production of alumina, but it probably
won't be in operation until the summer of 1964.
The largest building in the plant area (Annotation 12, Enclosure
CIA/PID/IB-P-307/64) may possibly be housing equipment to remove the remaining
amount of alumina and caustic soda from the red mud before the mud is piped
to the waste lake. The building at Annotation 18 on the same enclosure may
be used for sintering or roasting of the ore. It seems logical for the
operation mentioned to be taking place in these buildings as they are in
the proper location and are the type buildings used for the suggested function.
However, a definite function cannot be given for either of these two buildings.
3. It is this analysts opinion that the small area southeast of the
alumina plant will be no more than a large power plant/steam plant. The area
adjacent to and south of the boiler house/generator hall will probably be
used for a transformer yard as indicated by what appears to be a small switch
house adjacent to the smoke stack.

this line drawing were computed by TID/NPIC and they term the heights as very
approximate.
