SUBJECT : Use of Joint Agreement Between General Carter and Ambassador
REFERENCE:
byroade Regarding Latin America Survey Team
1. In view of the pains that and I went through in 25X1
preparing a treaty with Ambassador Byroad* as to what our Chiefs of Station
might tell the visiting teams, I think you should look over this treaty with a
view to adopting it as standard treatment for people who visit our Stations
with a clear charter to inquire about intelligence matters. I am thinking of
such folks as members of the President's Foreign Intelligence Advisory Board,
members of the Special Group, senior members of the Intelligence Community
such as Joel Carroll and Hilsman, and possibly members of the Congressional
subcommittee* charged with CIA matters.
2. It would seem to me that our Chiefs of Station could use this treaty
no matter where they may be as guidance in discussing covert actions with
such intelligence VIP's.
