MEMORANDUM FOR THE RECORD
Morning Meeting of 22 May 1969
DD/I noted that Task Force LOOKOUT is negative but pointed
to some new evidence that the curious activity previously reported in
the Laos panhandle may be related to new AAA weapons.
DD/I reported that the joint assessment of the last KH-4 mission

has now been completed,
Godfrey alerted to shootings in Argentina and noted that there
may be more of the same in cities where universities are located.
Godfrey called attention to an FBI cable which notes that Madam
Binh, head of the NLF delegation in Paris, made a speech to 300 to
400 people in which she pointed to some withdrawal of USSR support.
Godfrey commented that we have no evidence to support such a state-
ment, and the DD/P doubted that Madam Binh made the statement as
reported.
Godfrey noted the dissemination of the memorandum The Balance
of Political Forces in France.
er received the Director's concurrence in his mentioning
in his presentation to PFIAB today.
Maury noted that according to Bill Woodruff, Senator Russell has
asked us to appear before the Defense Subcommittee of the Senate
Appropriations Committee sometime during the first two weeks of June.
In response to the Director's question, Maury noted that the Director is
scheduled to appear before our House Armed Services Subcommittee
next Tuesday, that is preparing the briefing, and that
General Cushman wi determine Congressman Rivers' particular interest.

Maury noted that according to Dorothy Fosdick, Senator
Jackson is seeking evidence that the Soviet missile build-up can be
dated from the Cuban missile crisis. Following some discussion
the Director asked Maury to see Senator Jackson on this matter.
Maury noted that Senator Symington has asked for the names
of certain Far East station chiefs.
DD/S&T reported that the most recent Soviet MRV test is a
probable failure.

DD/P noted receipt of information that John Richardson, formerly
of FEC, is under consideration for the post of Assistant Secretary of
State for Educational and Cultural Affairs.
DDCI mentioned that he will be paying courtesy calls on each
member of the JCS and will entertain suggestions on what problems if
any might be discussed during the course of these visits.
The Director asked Maury to get in touch with C /AF and thoroughly
acquaint himself with our noninvolvement with Tshombe. He should then
go to see Senator Dodd with respect to certain questions he has raised
regarding CIA involvement in the Congo.

Goodwin reported that he saw Professor Paul W. Blackstock and
determined that the Professor has not in fact seen any "CIA manual. "
Goodwin said he suggested to Professor Blackstock that he should take
whatever information he has to the FBI and added that this seemed to
defuse the Professor considerably.
