Godfrey noted that we had no advance information or warning on the coup in Sudan. He commented that the new government claims to have the support of all factions of the military. The Director asked who put the new government into power. Godfrey noted that we do not know but that it was probably a small, well-organized group, and the DD/P added that it appeared to be essentially a "colonels' coup. " Godfrey noted that Acting Assistant Secretary of State for Inter- American Affairs Vaky asked for and received a memorandum on the situation in those remaining countries on Governor Rockefeller's itinerary. The President will be seeing Governor Rockefeller tomor- row, hence the requirement to prepare a second memorandum. He noted that, with the possible exception of Trinidad and Tobago, there is a strong possibility of violence in each of the remaining countries to be visited. of the Prime Minister's ill health, he observed that the coup may have been simply in response to the absence of government. D/ONE noted the requirement to prepare a memorandum on the Vietnam infiltration problem and the reasons for its reported decline. The Director mentioned that, due to other demands on his time, there will be no 303 Committee meeting tomorrow. The Director briefed on a call he received Friday from a New York Times editorial writer requesting an in-depth backgrounder on U. S. arms race policies and verification techniques. During the course of the conversation it became quite clear that the caller was privy to statements made by the DD/S&T in a closed session with Deputy Secretary Packard, Ambassador U. Alexis Johnson, and ACDA Director Smith The Director noted that he called each of these /and their respective staff members. The Director asked each Executive Committee member to be extremely careful and circumspect in any conversations he may have on quality and effectiveness of verification systems.
