MEMORANDUM FOR THE RECORD
24 November 1958
SUBJECT: Relations with the Forthcoming 86th Congress
1. The Director met with General Cabell, Mr. Kirkpatrick,
Colonel White, d John Warner to discuss relations 25X1
with the forthcoming Congress. Specific reference was made to the
memorandum of 17 October 1958 to the DCI on this subject.ILLEGIB
2. In connection with briefing our subcommittees, it was agreed
that a presentation should be prepared on the Agency, its operations and
-its accomplishments without reference to any time period. The Director
mentioned that it should have "sex appeal.'' It was further agreed that a
letter from the Director should be prepared to each of the four Chairmen
of the subcommittees indicating his desire to have such a briefing as
early as possible in the session, indicating some of the content of the
proposed briefing. The matter would be discussed in an early stage
with the staff representatives of the subcommittees.
3. The question was raised of noting the fact of subcommittee
meetings and reporting to the full committee. The Director fully agreed
to the fact of reporting meets and stated he would take up with the
Chairmen the question of a report to the full committee. Such a report
was urged on the basis that it would tend to counter charges that no one
in the Congress was reviewing Agency activities.
4. The Director indicated that he had spoken recently to General
Goodpaster about briefing certain members of the Congress on AQUATONE
and AUTOMAT. However, the Director stated he would have to raise the
matter again with General Goodpaster and ultimately with the President.

In the meantime, the presentation should be prepared in the event
the opportunity presents itself. The Director indicated he might wish
to conduct the briefing if it is to be done with the Chairmen and the
senior interested members of each party represented on the sub-
committees. He indicated any briefing would be an extracurricular
activity and not a subcommittee appearance as such.
- - 5.- On the question of briefing periodically our subcommittees
on world events, reference was made to the meeting at the White House
where it was agreed that the Director would seek to see the Chairmen
of our subcommittees looking toward a meeting with the leadership of
both Houses. It had been tentatively agreed at the White House session
that the Director would offer a full briefing but not offer intelligence
documents, coupled with an offer to have a senior official available at
any time the subcommittee wished further briefing. An alternative
suggestion was made that we urge the four subcommittees to designate
one member of their staff to whom we could furnish information in the
event of some world crisis on which the subcommittee should have
information. The Director will take these points up specifically when
he meets with the Chairmen.
6. The question of an authorization for supplemental building
was discussed and it was agreed that preparations would go forward to
establish sufficient justifications to support the request for authorization
if it seemed appropriate to present the matter.

7. There was discussion of what action to be taken in view of a
possible resolution for a Joint Committee on Intelligence. In view of
the strong position on this by the White House and the Bureau of the
Budget, no specific action was decided upon except that the DCI would
meet with Senator Mansfield at an appropriate tune.- In a-meantime,

Engle. If the appointment of Gerald Ford is confirmed on the CIA
Appropriations Subcommittee of the House, a luncheon meeting should
be arranged with him.
