MEMORANDUM FOR THE RECORD
SUBJECT: Discussions with Senator Symington
Reviewed correspondence in Mr. Wisner's files relating
to his discussions with Senator Symington shortly after the demonstrations
in South America against the vice President. Mr. Wisner, at the request
of the Director after certain statements had been made by Senators relating
to intelligence failure, visited with Senator Symington and briefed him
generally on the situation. Senator Symington recommended that the
Director call Senator Russell with a view to offering to brief the Senate
Armed Services Subcommittee for CIA about the situation. (This
recommendation was followed and a briefing occurred.) Senator
Symington further stated that he would talk with Senator Morse who had
made one of the charges of intelligence failure.
very we11 and advised later that he had talked to Morrsegindicating that Be
Morse should not make charges of this nature without determining the
facts first. Subsequently, Morse was present at the time the DC1 briefed
the Senate Foreign Relations Committee on the South American
demonstrations.
