Miss Betty Goetz, Staff Director, Subco:n :~ittee, :net with rrnaix~e7t ?5X1 to discuss possible meth and Mr? t arner p putting in_ormation in unclassified form respecting the problem of detection of Soviet nuclear explosions. Her concern was with three categories of information: (1) the present detection system; (2) a. proposed system under a moratorium with inspection; and (3) an estimate of USSR intentions in the event of a moratorium. 2. It was explained to her that CIA under the law was responsible for advising the National Security Council and was under appropriate National Security Council Directives as to dissemination of information collected. In addition, the Director of Central Intelligence had a statutory responsibility for protecting intelligence sources and methods. Under these circumstances there was little that the intelligence community or CIA could do in assisting in publication of information of this type. Possibilities were discussed that the Chairman of the Disarmament Sub- committee might see fit to raise these problems with the Administration directly either by writing the President or the Secretary of State. The Agency made no recommendations on these possibilities. 3. In addition Miss Goetz discussed the possibility of directing queries to Dr. Hans Beda with the view that some of his answers could be published. It was indicated that in view of his connection with current activities probably he would have to submit the matter for clearance in many areas.
