MEMORANDUM FOR: Director of Central Intelligence
SUBJECT: Testimony Before the Senate Disarmament
Subcommittee - 20 March 1958

1. This memorandum is for information only.
2. The Senate Disarmament Subcommittee convened for a
three-hour session to continue the testimony relating to U. S. capa-

ump rey (Chairman), John J. Sparkman, John O. Pastore,
and Stuart Symington. Staff members present included Miss Goetz
and Mrs. Collier of the Subcommittee and Carl Marcy of the Senate
Foreign Relations Committee. Observers present were: Captain
Morse of the Atomic Energy Commission and Donald R. Morris of
the State Department.

Dr. Sco a en presented the CIA statement. All of the Senators
seemed extremely interested in the information being .presented and
in the intelligence estimate of Soviet intentions concerning the risks
connected with a clandestine nuclear explosion during a moratorium.
Senator Symington specifically stated he would, in the near future,
like to delve into some details with Dr. Scoville. Senator Humphrey
expressed his pleasure at the frank and candid presentation. Senator
Humphrey also requested that a careful screening be made of the
transcript with a view to releasing a censored version. We made no

specific comment on this although we previously had informed the
Staff Director of the Subcommittee that it was very unlikely that we
could clear any part of the transcript. We shall subsequently inform
the Chairman that it is notleasible to attempt to delete the classified
material since there would be no continuity in the transcript.
4. _ As a matter of interest Senator Humphrey spoke at
considerable length concerning his deep conviction that there will
be a summit conference this year and that the Soviets would sign some
type of moratorium on nuclear tests.
5. 1 believe the hearing went very well and certainly the
Senators did not push any of the witnesses into political areas. There
were references by the Senators to previous statements from such
individuals as AEC Commissioners Murray and Libby, General
Albert Starbird of AEC and Harold Stassen, but these did not cause
any difficulties.
