I called Senator Hayden this 0r" to ask hrs advice an bow t handle Senator Dworshak's reported Complaints about the *is* and expense of CIA, and his letter to the Bora+a of the Budget on that subject. Senator Hayden said Dworsb&k him before he sent the letter to Mr. and had ssuugge~~ that Senator Hayden might assign a staff member of the committee to make some kind of investigation. Senator Hayden said he had as present intention of doing anything of that sort. He added that Senator Dworshak for some trope had a bee in his boast about the number of C LA people in tt ashiagtozt, and that the building appropriation had further ersflasnsd him on this issue. Z. Senator Hayden's advice was that Mr. Brundage should reply in very general terms to Dworshak, indicating that the Bureau of the Budget was always seeking means of Ccononaisuag without endangering the national security and that the CIA was subject to the same Mad of review and regulation in this regard as any other agency, etc". As for what CIA itself should do regarding Senator l worshak, Senator Hayden is inclined to feel that it wouldn't be a bad idea for Mr. Dulles to seek an appointment and go up and have a private chat with Dworshak, at which time be could confidentially inform him as to the number of our people at home and abroad. and try to explain to him why we are so large, and why we must treat our budget and personnel figures as classified material.
