On 15 October 1981, the President signed an executive order authorizing a salary increase effective the first day of the first pay period beginning on or after 1 October 1981 (4 October 1981) which pro- vided a pay comparability adjustment of 4.8 percent for Federal employees compensated under the provisions of the Classification Act of 1949, as amended. Implementing instructions received from the Office of Personnel Management indicated that employees covered by special pay rate schedules e.g.., Engineers, Medical Officers, and clericals in selected locations, would receive less than the full pay comparability adjustment pending completion of OPM's annual review of special pay rates. Consequently, employees covered by special pay rate schedules received only a salary increase of approximately 1.5 percent, the technical adjustment resulting from plugging the special pay rates schedules into the 4 October 1981 General Schedule. 2. -Because the Agency continues to experience difficulty in attracting, hiring, and retaining employees in special pay rate categories, the DDCI has approved an increase in the special pay rate schedules for Agency employees to provide them with a 4.8 percent increase over the salary they were receiving prior to 4 October 1981. The effective date of this increase is 17 January 1982, the middle of pay period three. This salary increase for special pay rate schedule employees paid biweekly will be included in salary checks received on 18 February 1982. Harry E.
