The group was briefed by Dick Kerr on the status of the new collection system and the arrangements for the distribu- tion of its product. It was thought lucky that no agency except CIA will for some time get anything electrically but text, and thus no precedents have already been set on the subjects which the group is addressing. 2. Mr. Carver distributed a draft outline (see attached) of the paper the group will produce. The first three sections and the title were discussed at length so that Mr. Carver-would have the benefit of the group's thinking when he drafts these sections, an undertaking he thought he could complete by Friday. 3. When the group reconvenes on Friday afternoon, it will move on to discuss section four. At this point, I will have to confront the problem of why current intelligence produced by OCI is national intelligence and why, therefore, the NIO's role in the production of situation reports should remain fuzzy.
