The President's Priorities for Intelligence
The following list details those intelligence issues that
appear to us to be of top Presidential concern during the
balance of 1977. The order in which they appear does not
necessarily indicate an internal ordering of priorities. It should
be understood that the list does not include many highly important
ongoing questions that are receiving continuing attention in the
Intelligence Community, but which require no extraordinary flagging
at this time. Examples include Soviet leaders' long-term objectives
for their strategic forces, trends in the Soviet and Chinese
