The activity is described as a fenced military installation with a half circle type roof on a "construction" approximately 75 meters in length visible above the fence of the installation. A search of photography covering the area revealed three suspect installations, two of which have similar configurations and are possibly agricultural or horticultural experimental stations. The third installation is located adjacent to an SA-2 site but its functional relationship to the site is undetermined. Possible Agricultural/Horticultural Experimental Stations Two possible agricultural/horticultural experimental stations with similar features are observed in the search area. One is located 3 rim south of the city of Tallinn at 59-22-40N 24-44-10E. The second is 12 nm southwest of the city of Tallinn at 59-20-15N 24-23-40E (Figure 1). The roofs of these buildings are possibly curved, and the building areas are enclosed by a single security fence. Neither of the two installations is directly connected by road to SA-2 sites in the area or the long range SAM complex. A review of photography revealed the possible experimental station south of Tallinn (59-22-40N 24-44-10E) was present on photography of= I I and the installation southwest of Tallinn (59-20-15N 2 - - was present on photography of I (Mission 11 Although characteristics of this installation possibly fit the description given for the unidentified activity, its presence predates SAM deployment in the area. The possible agricultural/horticultural experimental stations lack the good internal access roads of a military installation, their security is below normal standards, there is an absence of barrack blocks, there is no evidence of vehicles or vehicle sheds and the buildings do not conform to patterns and shapes seen previously in military installations. The search revealed negative results for unidentified activity in the remainder of the area. Measurements All measurements of the unidentified installation (Figure 2) were made by the NPIC/Technical Intelligence Division and are considered to be accurate whichever is greater, for buildings, and ? 5 feet for tower eig s.
