In your absence, the details reference the assignment of
key research and analysis personnel to intelligence
staff in I were completed.
It was first intended that such personnel from ORE would
be sent overseas on a regular two year contract basis and assigned
to OSO. The Assistant Director, ORE, the individuals concerned
and their branch chiefs, all had an objection to e
length of the proposed tour. They suggested that they be sent on a
TD duty status for six months and be replaced by other personnel at
the end of that period. ADSO had an objection to this on the basis
of favoritism over the regular OSO personnel.
The Director finally decided, after clearing with General
that the two individuals concerned would be sent on a six
months TD basis, would remain assigned to ORE, and be directly under
the control of A condition of such assignment was that
they be sent on a bachelor status as there was no legal authority for
sending their families while they were on a temporary duty status.
There would, of course, be no objection to their families accompanying them
if it'were done without expense to the Government and could be cleared
by EUCOM.
