MEMORANDUM FOR: Deputy Director for National Foreign Assessment

SUBJECT: Soviet Methodology for Forecasting Latin American
Interstate Relations
1. I has noted that a March report from FBIS drawn from
Soviet and Eastern European periodicals indicates that one E. V. Levykin
explained the Soviet methodology for forecasting interstate relations in
a Latin American area. I'm attaching a copy of the translation. He
points out that this is a good example of Soviet intellectual confidence
that disciplined Socialist thought will, in the long run, displace the
confused thinking of the Bourgeois political leadership in Latin America.
2. If we were to do a study criticizing this methodology and
assessing the probabilities discussed in the article, and assuming we
come to a different conclusion, it might be an interesting and useful
exercise. Perhaps it's one that we could release through a Congressional
committee. Perhaps it's neither feasible nor worth the effort, but I drop
it on the table for your consideration.
