C. 20505 The Honorable Frank Church United States Senate Washington, D.C. 20510 Dear Senator Church, As promised in my testimony on 9 June, I am enclosing a copy of the article from the San Francisco Chronicle which indicates the source of a serious intelligence leak may have come from someone close to the Senate Foreign Relations Committee. I emphasize again that I don't accept this report at face value but only report what has been said. You also asked me to let you know whether the Cubans claim that the military personnel they have been sending to Ethiopia and Angola are volunteers. The answer is yes. A statement made by Castro on 15 March 1978 is typical. In a speech referring to Cuban soldiers in Ethiopia, he stated, "As with Angola, there were not 1000 or 10,000--there were hundreds of thousands of fellow Cubans ready to fulfill that internationalist mission."
