McConnell, -Staff Assistant 7079 The Committee on Training, established by the SIG action of July 26, 1966, held its initial meeting on September 15, 1966. Ambassador Allen opened the meeting with a brief introduction. The discussion of the "Draft Directive for the Committee on Training" centered largely on the problem of the establishment of criteria for "key positions," as the term is used in Personnel 25X1A requirements and compliance for each of the agencies were discussed in some detail. Major General Peers said that a new study by JCS on its degree of participation in the Seminar is in preparation and is expected to be completed, in about two weeks. Mr. Richardson requested that the suspense date for the Committee directive be later than October 1, 1966, to provide more time to study it. Mr..Ziegler suggested that the concerns of the Committee be those programs which were interdepartmental rather than those programs which are of concern only to the agency involved. General Peers suggested the need for a working group to deal with the more time-consuming problems of the Committee. Dr. Mountain then recommended that 0 needed to be 25X1A revised before the Taylor Committee reports could be considered. Mr. Ziegler said that the concerns of the Committee should be focused on meeting the needs of the training programs, and not just on mandates given the Committee. Dr. Mountain suggested that the recommendations of General Peers' committee provided documentation of these needs. In considering the criteria for "key positions," Mr. Richardson said that the CIA had interpreted key positions as meaning leadership positions. Ambassador Allen agreed that the problem of country team involvement is important. Ambassador Kidder stated that what is needed is a written set of criteria for key positions, rather than a verbal agreement. He indicated that the Department of State already has an up-to-date set of written criteria for the Department's personnel.. There was a consensus that a working group would be needed for further analysis of this problem. Mr. Kitchen's Office, G/PM in the Department of State, is preparing a draft revision of the OIDP for interdepartmental consideration; therefore, the Committee considered it appropriate to wait for G/PM to distribute this revision before the Committee considers the OIDP, or I and the Taylor Committee Reports. Until that time, specific problems for the Committee's and its working group's consideration are the nature of the key position criteria, and the directive for the Committee on Training.
