MEMORANDUM FOR: Director of Training
SUBJECT: -Review Board Committee II
(Training) Report
1. National Security Action Memorandum No. 341 assigns to
the Senior Interdepartmental Group (SIG) the responsibility for
matters previously under the cognizance of the Special Group (CI).
Training in the field of internal defense was one 25X1A
of the principal items of continuing interest to the Group.
2. Committee II of the - Review Board devoted its
efforts exclusively to an examination of U. S. Government training
efforts in this field. Committee II's report to General -
identified shortcomings in the training field and presented recom-
mendations for improvement. In his report to the President,
based largely on the reports of the committees he established,
spoke of inadequacies in the U. S. training effort.
3. It is apparent that the SIG is going to address its attention
to the subject of training, but the exact manner in which this
attention will be manifested is not yet apparent. At the least,
each participating department and agency will be requested to
examine the' Committee II Report and to implement internally
those recommendations which are applicable. Anticipating this
action, the CIAecia roup icer receiv de ADDP authority to
request the Director of Training to undertake the necessary action
within CIA. To assist in this task copies of the following documents
are provided herewith for your information and use:
A. Memorandum from SGO to the ADDP dated
28 April 1966
B. Excerpts from Ambassador Kidder's draft report to
Mr. Ball on the disposition by the SIG of Special
Group (CI) matters of unfinished business.

4. It is requested that the undersigned be informed by
15 June 1966 of the action undertaken in response to this
request.
