SUBJECT: Trends in Latin and Central America
1. I appreciate Bob's memo of 21 August on the trends in
Latin and Central America. I think it sizes things up well.
2. For briefing purposes, I wonder if we could look at the
trends in movement towards a democratic government as one
separate topic. Perhaps a simple chart colored with those that
have democratic and non-democratic governments hatched with those
that are still attempting to shift and those that have recently
failed. Is it just the same old story down there or are there
more people pledged to move towards democracy, but are the recent
failures in Honduras and Bolivia indicative of a bad trend?
