Open resistance, such as has occurred in the Western Ukraine, Estonia, Lithuania, Latvia, Belorussia, and in parts of Georgia, Armenia, and Azerbaydzhan, is gradully being suppressed. It should be borne in mind that the Soviets have been in power for 35 years and the members of the original resistance cadres have passed away. Their children have known nothing but the new regime and do not understand any other system. Further, nobody has the courage openly to tell even his closest friends about dissatisfaction with the regime, for fear that the friends will tell the M. Because of the excellent control by the MVD.over all parts of life in the Soviet Union, the people have come to the conclusian that the Mn will learn everything eventually and that it is best to keep quiet and say nothing in the hope of avoiding prison. 2. The Church is not in a position to weaken the regime. Perhaps the Soviets will open some churches as a propaganda measure to pretend to the people that they may believe as they desire. The Church, however, will be used only in the interests of the Soviet Government.
