12. (Unclassified - RSG) LIAISON Received a call from jean
Christoff, Senate Select Committee on Intelligence staff, who requested
an unclassified letter from the Director for the public record addressing
the "contradiction" between Deanne Siemer's, DOD General Counsel,
testimony and the Director's testimony before the Senate Human Resources
Subcommittee on Health and Scientific Research on 21 September 1977
on MKULTRA. I indicated that the Director testified during that public
hearing that there was no contradiction and suggested that any unclassified
letter would simply reiterate that point. However, as a clarifying tactic,
I suggested that Ms. Christoff review a classified ORD report on this
subject and that we continue our discussions from that point. She agreed.
A copy of that report was sent to Ms. Christoff.
