.. ~- I discussed with Miller the Problem of CIA agents testifying at their
- - own initiative, ,before Congressional committees, as recently happened, and
asked him what he felt the Agency's responsibility was. He acknowledged .:
that- this was a very ticklish problem and suggested that each core should
.perhaps be brought to the atteation~of the NSC and apgropriate oversight. ~.-
