MEMORANDUM FOR RECORD:
SUBJECT: Frank Sturgis Allegations Concerning Visits
of Jack Ruby to Cuba
Based on a July 9 article in the Washington Star in which Frank
Sturgis alleged that Jack Ruby had visited Cuba in 1959 and again
in I9G3 and had, in fact, met with Fidel Castro. I contacted a
member of the Senate Select Committee staff (Jim Johnston).
Johnston tole me that he remembers seeing this report and cur-
rounding CIA and FBI memoranda in both Agency and Bureau files.
As he recalls he also remembers them in the Warren commission
files (now held at the Archives). It was his recollection that included
in this information was the fact that Frank Sturgis had made an allegation
in early 1964 similar to the one made in the July 9 Washington Star, and
that the FBI had in fact interviewed sources in the Miami Cuban Community
including Sturgis, and had concluded that the information could not be
substantiated, Johnston also indicated that information he now possesses
,`(which he believes tc be of some relevance to the Oswald case) doe's not
pertain in any way to Jack Ruby.
It was Johnston's opinion that this episode is a non-starter.

Sturgis said in a tele-
phone interview yesterday

sion completed its hearings,
but he is uncertain whether
the information was ever
made available to the com-
mission.
Sturgis said he had been;
assigned to investigate
possible involvement of
Cuban exiles in the :Miami
area in the Kennedy assas-
sination. He said neither his
investigation nor that of fel-
low agents turned up any
Cuban exile tie with the
shooting of Kennedy.
He refused to say for
what agency he was work-
ing, or who gave him the as-
signment. Records have
indicated that he was work-
ing for the CIA at about that
that. -
He said the- investigation
did produce evidence that
Kennedy assassin Lee Har-
vey Oswald and Ruby, who
shot Oswald while he was in
police custody in Dallas.,
