3. Discontinuance of Weekly
Survey of Cold War Crisis
Situations
Noted that publication of the Weekly Survey of Cold War Crisis
Situations had been discontinued, * and with respect thereto, concurred
in General Carter's suggestion that the DD/I, CIA, should develop, for
Board consideration at an early date, proposals regarding the nature
and procedures of USIB review of sensitive situations and their longer-
run implications not covered in the Watch Report.
4. Request for National
Intelligence Estimate
a. Noted, as read by the Chairman, a request from the Assistant
Secretary of Defense for International Security Affairs. for a National
Intelligence Estimate on. the aftermath of the Cuban crisis, especially
as related, to the Berlin situation. **
b. Concurred in the Chairman's suggestion that, in lieu of pre-
paring such an NIE at this time, representatives of the Board of

National Estimates should discuss with Mr. Nitze's office on an
informal basis. the current tentative thinking in ONE on the questions
raised by Mr. Nitze.
5. Soviet Bloc Air and Missile
Defense Capabilities Through
Mid-1967

a. Approved the text of this estimate, as amended, except for
paragraph J, in the Summary and Conclusions and paragraph 67 in the
Discussion.
b. Concurred in the. Chairman's suggestion that Board. members
should further consider proposed new text for the above-cited, para-
graphs which was tabled at the meeting and communicate to the Board
of National Estimates either their concurrence in. or. other; views on
.that revised. draft text.
6. Executive Session
The Chairman convened the Board in. executive session at 1230.
After discussion of two other subjects, the USIB concurred in the
Chairman's. proposal that the Joint Evaluations of Soviet Missile Threat
in Cuba, prepared. by the Guided Missile and Astronautics Intelligence
Committee, the Joint Atomic Energy Intelligence Committee and the
National Photographic Interpretation. Center, should henceforth be
submitted as quickly as possible after the receipt of new photographic
coverage or. other. intelligence. information,. rather. than daily as
previously directed.
