Approved FIeI BIT N 4 September 1968 Morning Meeting of 4 September 1968 DD/I noted and passed out an OSR report wrapping up Soviet efforts in recent years to strengthen their military position on the Chinese border. Of particular interest is the fact that the Soviets are now developing an offensive capability. The Director observed that reports of this sort are very useful in preparing Congressional briefings. Lehman for Godfrey advised the Director that the back-up paper on Rumania for today's NSC meeting is now available. He informed that the back-up paper on the Soviet leadership will be ready during the course of the day and that a Czech Situation Report will be available before the meeting. The Director asked the DD/I about the status of the Agency's response to the State Department paper on Czechoslovakia for the NSC. DD/I said that, since we were unable to work with the State paper, we produced one of our own and sent copies of it to Walt Rostow. : CIA-RDP80R012 001800060106-5 Approved ,eieas D/ONE reported that no Estimates are scheduled for USIB this week.. DDCI suggested that the USIB meeting be canceled, and the Director agreed. The Director inquired as to the status of the post-mortem on Czechoslovakia and asked the DD/I to bring him up to date later in the day. Allen for Carver reported on his session yesterday with the Secretary of Defense. Allen said that the Secretary is attempting to foresee Hanoi's reactions to any initiatives we might make regard- ing a halt in the bombing. for Maury reported that he talked with the staff officers of the Senate Armed Services Committee about the review of the Agency's retirement bill. The staffers believe that no witnesses will be called and that Senator Russell will probably try to report the bill out this week. noted that yesterday Congressman Charles Chamberlain requested a briefing on the Vietnamese situation with particular empha- sis on the supply of POL and other goods to Cambodia. 25X I lof OER briefed the Congressman, carefully identifying the classified information contained in the presentation. IIspecu- 25X lated that the Congressman might make a public statement based on the briefing. The Director asked how long Congress is likely to stay in session. No firm estimate could be given. Bross noted that among other things he intends to look into the history of the SIGINT setup in the Agency. Bross said that he also intends to have examine our organizational posture with regard to in- formation handling and strategic warning. DD/S&T commented on the recent press articles concerning Soviet testing of MIRV's. DD/S&T drew the Director's attention to an article in U. S. News & World Report on the status of the U.
