Morning Meeting of 14 June 1968
DD/I reported that FBIS has completed a special report assessing
the Communist propaganda reaction to Senator Kennedy's murder.
Godfrey called attention to the 13 June Vietnam Situation Report
wherein several paragraphs are devoted to the increasing unhappiness
and threatened resignations of several key South Vietnamese generals.
D/ONE briefed on memoranda which have been produced this
week by ONE including a Staff Memorandum a Staff Memoran-
dum on the political barriers to development and progress in Latin
America, a Special Memorandum on the Czechoslovak situation, and
a Special Memorandum I DDCI
asked D/ONE to consider converting the two Staff Memoranda into
Special Memoranda.

noted that the Chinese IGS paper will be put on the agenda
of the 27 June USIB meeting.
Maury advised that Senator Russell has been receiving mail
reacting to the Washington Observer article purporting that CIA has
subsidized voter registration drives in the South. (See Action 1)
Maury drew attention to today's Drew Pearson column, which
suggests that wide-spread student revolts are the product of an inter-
national conspiracy. The Director asked Godfrey to prepare for the
inevitable reactions and queries which the column will inspire.

Maury briefed on John Macy's S. 1035 testimony yesterday and
indicated that CIA will probably not testify before 25 June.
DD/P reported that a dissemination is being prepared on the com-
ments of a Soviet official concerning Suslov.

Executive Director informed thati has begun
work in connection with BALPA and will fill in temporarily for Emmett
Echols commencing on 24 June.
Executive Director reported that Ambassador Findley Burns and
Arthur Hartman visited Headquarters yesterday for a luncheon session
on BALPA issues.

DDCI reported that yesterday's SIG meeting discussed the Latin
American policy paper at length but that no definite decisions were
made.
The Director referred to the UPI article in today's Washington
Post reporting that Izvestia has charged that two U. S. diplomats
stationed in Moscow acted as agents for the National Union of Russian
Solidarists (NTS).
In response to the Director, DD/P indicated that a Presidential
trip to Latin America is still being discussed

The Director commented on Radio Liberty's useful analysis of
interplay within the Soviet leadership and urged the DD/I and Godfrey
to pay particular attention to any indications of tension and discord
within the Kremlin.

letter for his signature to Senator Russell concerning the Washington
Observer's allegations.
