Godfrey, noting that there had been no significant change over-
night in the Vietnam situation, reported that MACV will no longer
release figures on American casualties occurred in enemy attacks on
fixed points.
D/ONE reported that the updating of NIE 11-2 on Soviet atomic
energy will be scrubbed in view of JAEIC's conclusion that there is
nothing new to report.
advised that Admiral Lowrance associates himself and
DIA with the substance of DDCI's letter on the CRITIC reaction system
and will respond officially in that vein.
Carver drew attention to the Douglas Pike article in the Sunday
Washington Post, noting that it was a reasonably good analysis.
Warner advised that Congressman Porter Hardy has announced
he will not stand for re-election. (See Action 1)
Warner reported that CIA has not played any part in the Gulf of
Tonkin hearings.
Warner noted that Senator Montoya wishes to meet with the
Director over breakfast sometime this week, and Wednesday morning
was tentatively agreed as a suitable date.

DD/P noted that discussions with General Pickett of the JCS
and Bill Bundy suggest that air support for ~n Laos is quite
possible.

Carver noted that George Allen should return to Headquarters
by the end of the week, and DD/P advised that Ambassador Komer may
accompany General Wheeler on his return to the United States.
Goodwin drew attention to the Steven Roberts article in today's
New York Times on the "anniversary" of the CIA/NSA exposure.
Goodwin noted Warren Unna's article in today's Washington Post
on AID and State support for The Asia Foundation.
1. The Director asked Warner to prepare a letter to Congressman
Hardy for his signature regretting Hardy's departure and thanking him
for his cooperation over the years.
