MEMORANDUM TO HEADS OF DEPARTMENTS AND AGENCIES:
In my memorandum to you of A:;gust 17, 1962 you were advised
that the President had given the Attorney General primary responsibility
"for taking the initiative in the Government in ensuring the development
of plans, programs, and action proposals to protect the internal security
of the United States. " This memorandum also referred to the assignment
to the Attorney General of supervision of the two interdepartmental com-
mittees concerned with internal security and the functions and responsi-
bilities of these two committees as defined in their charters issued by
the National Security Council.
Since the issuance of this memorandum there has been a sub-
stantial decrease in the number of new problems introduced into the
Interdepartmental Committee on Internal Security (ICIS) structure for
consideration and resolution. It would be unrealistic to assume that
such internal security problems no longer existed and consequently it
appears that they are not being brought to the attention of the ICIS for
reasons unknown to me.
It is imperative therefore that you cause to be reviewed within
your department or agency those matters of an internal security nature
which come within the purview of the ICIS responsibilities and refer them
to the ICIS at the earliest possible moment so that this committee shall
take the necessary action to insure the establishment and maintenance
of the highest practicable state of internal security.
Difficulties have been encountered in the recent past when
attempts have been made to obtain the services of representatives of
some departments and agencies with the technical competence in the
subject matter to be discussed by the ICIS. Your cooperation with the
Chairman of the ICIS in assigning representatives from your staff when
called upon to resolve technical problems before the ICIS is essential
and will minimize the delay in getting knowledgeable department and
agency representatives together.
