W#Iqffiff Approved 6 Release-2D0 MEMORANDUM FOR THE RECORD Morning Meeting of 22 March 1967 4A001800010008-9 22 March 1967 DD/I summarized the CIA-DIA team report of 23 February on strategic weapons in Cuba. He warned that, while the report was negative, there have been Czech shipments of radioactive cobalt for medical purposes, which might be distorted in subsequent refugee reports. Godfrey noted that the defection of the purported vice president of the North Korean Central News Agency might provide insights into the recent reports on increased military activity in North Korea. Godfrey asked for guidance on the Vice President's upcoming European trip. The Director suggested that he contact 2 and offer assistance. DDCI cited the three items on this week's USIB agenda: the Watch Report, security conditions in Uru uay, and the JAEIC report on cover- ing The Director asked the DDCI to take the pre -USIB meeting. DD/S noted a request from the Department of State to share the Agency's medical support facilities in Saigon. (See Action 1) Carver gave a report on the Guam conference. Warner noted that Senator McCarthy and Representative Fascell have introduced bills to establish councils for the funding of American operations abroad. He said that Congressional business will be reduced next week in connection with Easter. Chamberlain for A-DD/S&T said that he is expecting a launch this morning of the Soviet SS-X-6 FOB vehicle. Chamberlain explained to the Director a recent Swedish announce- ment concerning a theoretically clean nuclear weapon. (See Action 2) DD/P said that his briefing for the Vice President on counter- insurgency has been postponed and called attention to press treatment of the statement on The Asia Foundation. DDCI noted that Ambassador Henning will be meeting with him at Headquarters this morning. The Director initiated a discussion on the timing of the release of Ho Chi Minh's letters. 1. The Director asked the DD/S to consult with the Executive Director on replying to the State Department request for medical support in Saigon. 2. The Director asked the DD/I to see what he can do on the briefing for Ambassador Bowles and to work out the timing with the DD/P. 3. The Director asked that Carver and Bill Colby organize briefings for Ambassadors Bunker and Locke to be given on short notice pending their convenience.
