It outlines the sad history of an inadequately planned venture and describes what appears to be an improved but still unsatisfactory situation. The recommendations on page 6 are good and should be approved. However, some additional study should be undertaken before we can implement these recommenda- tions. These studies should clearly answer the following questions: 1. What of value is the Collation Branch now doing for whom? a. What does the Station now get out of it? b. What does Hqs now get out of it--DDI and DDP? 2. DDP should also be asked how the work of the Branch contributes to its Headquarters operation. I still think that some way should be found to get an evaluation from Saigon also; perhaps this can be arranged at the Meeting in December. What re e should SAVA have in these studies? With this information in hand, we should be able to decide whether the actual or even potential results to Headquarters and the Station are worth the assignment of 10, 15, or even 25 good people.
