We are currently reviewing the commitment of twenty-four (24) DDI employees to the Collation Branch in Vietnam. A recommendation is under consideration to reduce this strength by half, but to increase the quality and experience of new employees sent as replacements. Before we discuss the proposal with FE, we need from you answers to the following questions: a. What do you now receive from the Collation Branch? b. How valuable is it to your production and intelligence? c. What of value would you expect to receive if we reduced our strength, but increased the quality of personnel in Vietnam? 2. I have also asked for reports on this subject from OBI, OCI, and OCR to be in to me by close of business 29 November.
